If the person is against it, you might decide to start with drawbacks to connect with the reader, and then move into benefits. If the person is for it, then you might do the reverse, but keeping in mind Kali's comment about ending on a positive note - so you might include a short statement at the end about there being more benefits.

\nIf you don't know the person's feelings about e-learning, then you have to consider the emphasis that each paragraph's placement gives to the information. Ending the report on a positive note keeps the information fresh in the readers mind. The report isn't a long report and who want to make sure your executive summary and your report are proportionate. However, if we are to be creating an executive summary it should be more formal, so maybe add some headings and dress it up a bit. What is currently on the page I think to resemble more of a synopsis. What does everyone else think?
